The meeting was called to order at 8:00 AM.

Council selected Eli Pearce and Glen Crosbie out of a slate of four to run for ACS President-Elect in the fall. Each candidate gave a 3-minute talk before the Council.

Nominations and Elections reported that our Regional Councilors selected Ted Brown and Ann Nalley to run as Regional Directors (Region V, our Region) to the Board. They will be selected by popular vote in the fall as well.

President Busch reported on his activities, including the possible establishment of a Science Policy Institute meetings, on the future of scientific publishing, and funding initiatives.

President-Elect Pavlath reported on his focus on the need to change the Society. The changing needs of the members of the Society should be identified from the ground-up.

Immediate Past-President Wasserman reported on his activities in establishment of historical chemical landmarks.

Chair of the Board Whalen reported on Board actions including: guiding principles for industry, and expansion of ACS technology programs, chemical landmarks. The new Data Center in Columbus is under budget and likely to be finished this year. It was reported that new insurance plans have been initialized. The Board of Trustees was able to obtain a professional liability plan tailored to the needs of chemical professionals.

Executive Director Crum reported on the ACS's role in Chemical Information. Three new journals have been initiated this year and there will be more in the future. Members, Local Sections and Divisions are focussing more on developing leadership.

The Committee on Budget and Finance reported that 1999 ended with increased $4.1 million in net unrestricted assets. Based on the financial performance, the Committee voted to recommend to Council that dues be held at the current level of $108. The Council agreed unanimously. There was a one-time gain of $750,000 from the sale of half of The Journal of Pharmaceutical Sciences.

The Society Committee on Education reported on a newly established Office on Graduate Education and a new set of materials produced on chemical education. Over 2,000 undergraduate students attended the meeting in San Francisco.

The Committee on Meetings and Expositions reported an attendance of 18,307 at this meeting, the largest ever. The Exposition was also the largest ever. Over 8,200 papers were presented.

Membership Affairs reported that the Society membership was 161,001.

The Committee on Economic and Professional Affairs reported on its outreach activities and also efforts to monitor the economic status of members.

The Employment Clearing House had 1,053 potential employees for 723 positions.

The Publications Division is doing excellently. The ACS journals are the best in Chemistry. C & E News on-line is now free to members.

The Committee on Professional Training reported on its revision of the guidelines for academic programs. They also reported on the Symposium on Incorporation of Biochemistry in the Chemistry Curriculum.

The meeting was adjourned at approximately 11:10 AM.

A variety of other committee reports, both oral and written, were given and these are available in the detailed agenda book that I have in my office.



I serve the Society and Local Section as the Immediate Past Chair of the Division of Polymer Chemistry, Inc., member of the Joint Board Council Committee on Publications, and Divisional Activities Committee.

As a member of the Publications Committee, I will serve as the Committee member to the Langmuir Journal Review Committee. The Committee also reviewed the journals Macromolecules, Enviromental Science and Technology, and Biochemistry at the San Francisco meeting. The "Reagents Chemicals" book will be the first to go on-line.

This was the first meeting that I served as Chair of the Council Committee on Divisional Activities (DAC). DAC oversees the Technical Divisions for the Council. As part of this job, I gave a report on our meeting to the ACS Council (about 500 people). A copy of my report is available. In conjunction with this, I also served on the Task Force on Division/Local Section Allocations and Representation. This Task Force will examine how the resources of the Society are allocated to Technical Divisions and Local Sections.
