Councilors Report

ACS Council Meeting
Orlando, Florida
August 28, 1996

The meeting was called to order at 8:00 AM.
The Council accepted a report changing the Spring 2001 meeting from San Francisco to San Diego.
The Council elected five members for the Committee on Committees, four members for the Council Policy Committee and six members for nominations and elections.
President Breslow reported on his interest in graduate education and research funding.
Chairman-Elect Anderson reported on his activities including attendance at the National Organization for Professional Advancement of Black Chemists (NOBCCHE) and a meeting with EPA administrator Carl Browner.
Immediate Past President Ruston reported on his activities including attempts to increase corporate funding for ACS.
Chairman of the Board Shields reported on the establishment of the Governing Board for Publishing, Task Force on Immigration Policy, Public Image Policy, and National Chemistry Week.
Executive Director Crum reported on the establishment of ChemCenter, a new web site for chemical information. It is accessible as http://www.chem.center.org.
A petition to change the word chairman to chair in the Constitution and Bylaws was passed by the Council. This mainly will be an editorial change.
The Society committee on Budget and Finance reported that the financial status of the ACS is sound but may run a slight deficit this year. Next year dues may need to be raised.
The Committee on Publications reported on the progress to establish the Governing Board for Publishing.
The Members Affairs Committee reported the ACS membership of 151,523.
Divisional Activities reported on the Outstanding Division Awards for 1995. (POLY, based on my report as secretary, won an Outstanding Large Division Award).
The Local Section Awards were also announced. From the 1995 reports New York, Maryland, East Tennessee, Illinois and Iowa were found to be outstanding.
Petitions for consideration at the San Francisco meeting are (i) the establishment of the Governing Board for Publishing and (ii) special dues categories for postdoctoral chemists.

The meeting was adjourned at about 11:00 AM. As always, the full agenda is available in my office, 138 Schrenk Hall, University of Missouri-Rolla. I would be happy to discuss these or other ACS issues with you.

Appendix

As part of my Councilors duties I have been appointed as an Associate to the Society Committee on Publications (SCOP). This committee has responsibility for the Societies Publications.
(Gary Long has previously served on this committee. The Societies Publication Division represents approximately a $75,000,000 business which contributes over $6,000,000 net profit to ACS'S budget.

At the SCOP meeting held on August 23, 1996 a number of issues were discussed including:
€ Postponing a decision to put regional meetings information on the www (rather than in C&E News. Currently only about 50% of readers have access to the www.
€ The redesign of C&E News was discussed. The new format was designed to be more like a news magazine. It should be in places as of September 16, 1996.
€ ACS is trying to increase their portion of quality papers being abstracted. In addition here is a push to reduce the size of journal articles.
€ ACS will introduce a new web site for handling chemical information. This will have different levels of participation depending on what is paid for (for example subscription to a journal.
