ACS Council Report

New Orleans Marriott, New Orleans, Louisiana
April 9, 2008

The meeting was called to order at 8:05 a.m.

Council selected two candidates Joseph Francisco and Josep Michl for President-Elect from four nominees. These two candidates will run in the election in the Fall.

The Committee on Committees (CONC) reported on their new chair orientation at the ACS Leadership Conference.

The Petition to revise the Bylaws on Election Procedures for President-Elect and District Director was passed by Council. This sets up preferential ballots and instant runoff elections. It would eliminate the need for separate run-off elections.

The Petition on Election Procedures 2006 Part 2 was passed by Council. This petition sets percentages for petition candidates for Director-at-Large and President-Elect.

Budget and Finance reported that FY 2007 ended with $9.6M added to net reserves. An increase in dues, based on the CPI-W Index ($4 to $140), was approved by Council.

Divisional Activities discussed a petition for creation of a new Division of Catalysis. Council considered revisions to the Division Allocation Formula (for distribution of a portion of dues dollars). The formula was recommitted to the Committee. It may be up for a vote at the Fall Council meeting.

The Committee on Economic and Professional Affairs proposed a revision of Academic Professional Guidelines that was accepted by Council. The Career Fair had 936 job seekers for 807 jobs posted.

The Local Section Activities Committee reported that one local section was disbanded due to membership below the threshold. The name of the University of Kansas Local Section was changed to the Wakarusa Valley Local Section.

Meetings and Expositions reported that 13,454 people (as of Wednesday) attended the meeting.

The Membership Affairs Committee supported a petition on Membership Categories and Requirements that broadens membership, including making student members regular members (at reduced rates). Council voted to pass on a recorded vote.

Oral reports were given from the Committees on: International Activities, Project SEED, Technician Affairs, and Younger Chemists.

The meeting was adjourned at 12:00 p.m.

Respectfully Submitted,

Frank D. Blum, Councilor
