ACS Council Report

Marriott Hotel, Washington, DC
August 16, 2009

The meeting was called to order at 8:00 a.m. (I arrived at 6:45 as Chair of Nominations and Elections)

Council selected members for the Elected Committees of Council. Those elected were: Committee on Committees (G. Bryan Balazs, Dawn A. Brooks, Les W. McQuire, Ingrid Montes, and Frankie K. Wood-Black), Council Policy Committee (M. Elizabeth Derrick, Thomas R. Gilbert, Willem R. Leenstra, and Carolyn Ribes), and Nominations and Elections (Dwight W. Chasar, Milagros Delgado, Kevin J. Edgar, Sharon P. Shoemaker, and Ellen B. Stechel) for 2010-2012 terms. (The voting was done using the clicker system.)

The Candidates for the following offices were announced. For President-Elect 2010 (Nancy B. Jackson, Sandia National Laboratories; Cheryl A. Martin, currently on sabbatical; formerly Rohm and Haas Company; and by petition, Mary Virginia Orna, College of New Rochelle), Director-At-Large (Dennis Chamot, National Research Council; H. N. Cheng, US Department of Agriculture; Ray A. Dickie, retired, Ford Motor Company; Valerie J. Kuck, Retired, Lucent Technologies; and by petition, Howard M. Peters, retired, Peters, Verny, LLP), Director District 1 (D. Richard Cobb, Eastman Kodak Company; Neil D. Jespersen, St. Johns University, Jamaica, NY), and District Director V (Judith L. Benham, retired, 3M Company; and Peter K. Dorhout, Colorado State University). We are in District V. Ballots will be distributed in October to the membership.

The Council turned down a request for Urgent action on a petition to change the Constitution to ensure a petition candidate process. The Council discussed the Petition on Election Timelines and Procedures. This petition was recommitted to the N&E Committee with instructions to split the timelines and procedures portions.

Council VOTED to continue the Committees on Chemical Safety, Minority Affairs, Chemical Abstracts Service, Technician Affairs, and Analytical Reagents.

There was a total of 14,319 attendees in DC. This was the largest ACS meeting in the city. Meeting rates will increase by $10 next year.

The Division of Chemical Technicians was eliminated by a vote of Council.

Council voted to accept proposed changes to the initial bylaws for new local sections and divisions.

The Society's finances are projected to end the year with a net increase of $11.2 M or about $500k favorable to budget. Expense reductions helped offset revenue decreases.

In two years, 2011, it will be the International Year of Chemistry. IUPAC will likely take a lead in this event.

The meeting was adjourned at approximately 12:00 p.m.

Respectfully Submitted,
Frank D. Blum, Councilor
South Central Missouri Section, ACS

Note: I continue to serve as consultant to two ACS committees, the Divisional Activities Committee and the Joint Board Council Committee on Publications. I have served on each of these for a number of years. I also am Chair of the Council Committee on Nominations and Elections. This committee is responsible for selecting nominees for ACS national office (Presidential succession and Board of Directors). At this ACS meeting, we established the use of clickers to provide feedback for the Council. With a few minor glitches, the use of clickers worked quit well and afforded us the opportunity for accurate and rapid results.

I have a detailed Agenda Book in my office from the Council meeting. If anyone is interested in more details on any of these items, please feel free to contact me.
