ACS Council Report

Sheraton Hotel, Chicago, Illinois
August 29, 2001

The Council was called to order at 8:00 a.m.

The Council elected members of the Committee on Committees, Council Policy Committee, and Nominations and Elections. These are the elected committees of Council.

President Pavlath reported on the Presidential Task Forces he appointed and the changes in ACS Committee staffing. A report was given on the survey which the Society had conducted earlier in the year. More information will be released on this later.

President-Elect Eli Pearce discussed the need for diversity in the many aspects of the Societyıs programs. He also spoke of closer cooperation of divisions and local sections. One of the ways we can do this is through regional meetings.

Past-President Busch reported on the Green Chemistry Institute and related items.

Chairman of the Board McClellan reported on Task Forces including under-representation in top research universities. They are also looking at staff changes in the upper level at ACS. She also spoke of the interim funding for divisions and local sections. The funds for divisions were subsequently given to the Divisional Activities Committee (DAC), which I chair.

Executive Director Crum spoke of the technological advances in the Publications Divisionıs activities.

Council Policy Committee Co-Chair reported (among other things) that it will support efforts to make Council materials available on the www. (I chaired this task force.)

Council voted to postpone action on the size of two committees until next Spring. This was in essence a delay of ³urgent action².

Council acknowledged the service of Councilors and retiring committee chairs.

The Society will likely finish the year with a net deficit of $8M. The major reason for this is the poor performance of the investment pool (related to the cuts in interest rates).

The Committee on Education reported on its activities in high schools.

As chair of DAC, I reported to Council on our activities including the change of name of the Cellulose, Paper and Textile Division to Cellulose and Renewable Materials Division. The Council also approved the formation of a new probationary division of Laboratory Automation.

Local Section Activities reported that the California, St. Louis, Midland, Rochester, Michigan State University, Peoria, Southern Illinois and Wyoming Local Sections had received recognition for their performance as a local section.

Meetings and Expositions reported that 6,089 papers were presented, with 15,290 attendees. This yearıs total attendance was the highest ever for ACS. Abstracts are now available on CD-ROM.

The Council voted to amend the Bylaws in order to delete any residency requirements for meeting registration categories. The 2013 and 2014 National Meetings are being set. Eight grants for programming at regional meetings were granted. ACS plans to continue the use of L.C.D. Projectors at National Meetings.

The Council changed the Bylaws relative to the requirements for membership so that persons with associate degrees can become members of the Society.

CAS reported that over 400 schools use SciFinder Scholar.

International Activities reported on the persecution of foreign scientists imprisoned around the world.

A Proteinomics Journal will soon be established. The back issues of journal digitization are expected to be available in 2002.

The meeting was adjourned at approximately 11:45 a.m.

A detailed agenda book is available in my office. Please let me know if you have any questions or comments about the meeting.

Respectfully submitted,

Frank D. Blum, Councilor

South Central Missouri Section, ACS

Relative to ACS activities, I continue to serve as Chair of the Divisional Activities Committee (DAC), a member of the Publications Committee, a member of the Task Force on Local Section and Division Allocations, and I chaired the Task Force on putting Council information on the www.
