COUNCILORS REPORT ACS Council Meeting Sheraton Hotel Chicago, IL August 23, 1995 The meeting was called to order at 8:00 AM. The Council elected members to the following standing committees: Committee on Committees (5); Council Policy Committee (5); Nominations and Elections (5). President Ruston reported on his activities including the ACS strategic initiative and discussions/letters to Congresspersons and funding agency chiefs. President-Elect Breslow reported on his efforts in public outreach; Government Support of Research and Education; and U.S. Chemical Education. Immediate Past President Heindel reported on his activities in health and environmental chemistry plus minority affairs. Chairman of the Board Walter reported on the Board's focus on Minority Affairs and industrial relations. The Board had a special task force on employment and many new initiatives will be tried. Executive Director Crum was ill and M. Bowen reported for him. The ACS computer system is still not completely in place. Increases for journal subscriptions were 16% for non-members and 11% for members. Numbers of member subscriptions are flat while those for non-members are down. Paper costs have increased significantly. The finances of the society are projected to be positive for 1995. Investment income increases are partially responsible for this. The ACS membership has increased to 151,381 in 1995. The educational programs of ACS reach 1/5 students in the U.S. Student papers and undergraduate attendance at National Meetings continue to increase. A petition to reduce dues for members with family responsibilities was passed. A petition to waive dues for unemployed members for one year, with an option for a second year, was passed. Chicago, Philadelphia, Midland, among others, were outstanding Local Sections for 1994. The Division of Polymer Chemistry, Inc. won the outstanding large Division award for 1994 [I am please to report that as secretary of that Division, I wrote the report.] The attendance at the meeting was about 9932 versus a budget of $10,000.00 For 1996, the registration fees for National Meetings will be $200.00.
