ACS Council Report

The meeting was called to order at 8:00 a.m.

Council held election for 2003 for the Committee on Committees, Council Policy Committee, and the Committee on Nominations and Elections.

President Pearce reported on his efforts to help increase diversity in the Society and the profession. He also reported on the increased interactions between Technical Divisions and Local Sections.

President-Elect Reichmanis reported on her activities and indicated that one of her major thrusts will be communication.

Past President Pavlath reported on his activities, including Local Section and Division funding. He also gave a brief history of his involvement in the Society. He was recognized for his efforts and especially for his ³member-first² orientation.

Chair of the Board McClelland reported on her activities, including the formation of another Task Force to review the changes proposed for Local Section and Division funding.

Dr. J. Clark gave the report for Executive Director Crum who could not be at the meeting. He reported that even though the economy is down and ACS is under some financial stress, the Publication Division and Chemical Abstracts Service have done well financially.

A series of Committee reports were given and detailed written reports of these are provided in the agenda book that can be made available for interested parties. I have highlighted a few of these.

A Council action was narrowly passed to increase the size of Society Committees (Education and Budget and Finance).

Changes in the duties of the Committee on Technical Affairs were approved by Council.

Council acknowledged the service of Councilors for 15, 20, 25, 30, and 35 years. The service of Committee Chairs was also acknowledged.

Budget and Finance reported on Society revenues and expenses and projected that there will be a net deficit this year of about $4.2 M.

The Committee on Education reported on its efforts to redesign the chemistry curriculum.

The Committee on Science reported that recordings of selected sessions will be made available on the ACS web site.

Meetings and Expositions reported that in Boston there were 17,121 registrants, 12,478 attendees, 2,000 exhibitors and 409 exhibit booths at the Boston meeting.

The petition to amend the Bylaws to accept non-U.S. Scientists as ³Society Affiliates² was passed.

For the last time, I reported to the Council as Chair of the Divisional Activities Committee. It is my hope that the ACS Council will support the proposed changes to the Bylaws for increases in Division and Local Section support that was submitted to Council for the Spring 2003 meeting.

The Committee on Local Section Activities (LSAC) reported on the awards for best performance by Local Sections that went to Northeast, Detroit, Midland, Northeast Tennessee, Peoria and Central Utah. LSAC is looking for more tour speakers, especially women and industrial members. The LSAC also supported the Bylaws proposal for Local Section and Division funding. The name of the Boulder Dam Section was changed to the Southern Nevada Section.

There are currently 624 ACS-approved degree programs.

Chemical & Engineering News plans to celebrate its 80th Anniversary and Journal of The American Chemical Society will have its 125th volume in 2003. The reaction to the electronic availability of the entire journal file has been very positive.

Other Meeting Notes:

I continue to serve on the Joint Board-Council Committee on Publications and on the Divisional Activities Committee (DAC), which I chair until the end of 2002. In the Publications area, ACS now has its entire backlog of journal articles on line. Many institutions have purchased this (including UMR). As DAC Chair, I have pushed hard to enhance ACS¹s Technical Divisions through a change in the Constitution and Bylaws which significantly increases funding to Divisions. It has a reasonable chance of passing in the Spring in New Orleans.
