ACS Councilor's Report

President Wasserman called the meeting to order at 8:00 a.m.

The Council selected Attilla Pavlath and Alan Schriesheim as candidates for President-Elect of the Society. The election by the members will take place in October.

A resolution in honor of Past-President Glen Seaborg was read.

President-Elect Busch reported on his activities in training sessions by ACS and for ACS officers.

Past-President Paul Walter reported on his activities and attendance at various meetings and his work with the ACS Board.

Chairman of the Board Hank Whalen reported on his activities. He has just taken over as Chair. He has interacted with NSF relative to science funding.

Executive Director John Crum reported that financially 1998 was slightly in the black. ACS has launched several new journals and enhanced products such as Sci-Finder.

Nominations and Elections reported that some Society groups are experimenting with electronic balloting.

Budget and Finance reported an increase in finances of approximately $300,000 (excluding payments to insurance programs) for 1998. The dues escalator for 2000 was $3.00. Council voted [I voted no] for the full increase in dues from $105 to $108 for 2000.

The ACS has established a new Office of Technical Programming to focus on smaller more targeted meetings.

The Local Section Activities Committee reported that all local sections submitted their annual reports for 1997. For 1998, many of these have been received.

Membership Affairs reported that there are almost 159,000 members of the Society.

For Anaheim, the attendance was around 11,000 participants with a total attendance of about 13,000. ACS abstracts can now be entered on line; the meeting web page receives about 30% of the hits on the ACS web page.

A presentation was given on the costs and income for National Meetings. A shortfall is seen for the next couple of years based on the existing fee structure. A task force has been established to review this structure. Preliminary proposals would include lesser discounts to students and a substantial increase for non-members who attend the meeting.

Publications reported on the starting up of journals on Combinatorial Chemistry, Modern Drug Discovery, and Organic Letters. Organic Letters are submitted and reviewed "on-line".

A petition to revise the operation of the Divisional Activities Committee was passed.

A petition to eliminate the $10 reinstatement fee (for dues-lapsed members) passed.

The Society Committee of Education reported that most students surveyed at the PhD level felt that their education needed to be broader.

The meeting was adjourned at about 10:56 a.m.

Joint Board-Council Committee on Publications

I continue to serve on the Publications Committee of ACS. ACS Journals on the web have been extremely well done and the availability of journal articles As Soon As Publishable (ASAP) has been very popular. Pricing for web editions is still a moving target.

ACS books relationship with Oxford University Press has been successful. On the order of 30 books (mostly symposium proceedings) are expected to be published per year.

A new Journal on Combinatorial Chemistry has been started and Organic Letters (with web) submission will be going soon.

ChemTech has changed in its scope from a more classical journal to a more scientific magazine.


Divisional Activities Committee

This Committee looks over the activity of ACS Divisions, whose responsibility it is to program at National ACS Meetings. There was some discussion about the operation of Secretariats which program across Divisional lines. I was appointed to a Sub-Committee on Secretariats and we will report on them at the New Orleans meeting.
